Please patrol near all synagogues, as well as Hebrew schools and daycares on a regular basis. It is recommended that all patrollers take the time to park in front of these establishments to complete any log sheets.
While on patrol, the following should cause a heightened sense of suspicion:
- surveillance (suspicious in nature)
- unusual interest
- inappropriate photographs or videos
- note-taking
- drawing of diagrams or annotating maps
- using binoculars
NOTE: Unusual or suspicious activity does not necessarily mean that criminal or terrorist activity is happening, but be aware of the following suspicious behaviors:
- Individuals acting furtively
- Individuals avoiding eye contact
- Individuals departing quickly when seen or approached
- Individuals in places they don’t belong
- An overloaded vehicle
If you witness behaviour that appears to be suspicious, contact dispatch with a description, noting the following details.

A - Activity (Describe exactly what they are doing)
L - Location (Provide exact location)
U – Uniform (Describe what they are wearing, including shoes)
T – Time (Provide time and duration of activity)
E - Equipment (Describe vehicle, make, color, license plate, camera, etc)
It's also important that all patrollers record the times that these establishments were patrolled during their shift.
